Executive Order On Advancing Racial Equity and Support for Underserved Communities Through the Federal Government
JANUARY 20, 2021.

The very first thing that Joe Biden did -- on day one -- was to sign an executive order (EO) establishing an "equity action plan" based upon the concepts contained in Critical Theory, Critical Race Theory and Queer Theory as key elements of and the official policy of the Biden administration.

The social justice, diversity, inculsivity and equity stuff probably originated with Obama and his people. That Susan Rice presented the EO to the public tells the tale.

Note: The word "equity" is used 21 times in th EO. "Equity" occurs once in the title and 20 times in the body. If you do not understand that "equity" is a synonym for socialism, click here.

Note: Sections 1 through 5 of the EO deals with converting the federal government to the socialist model and identifying "protected classes" of citizen. Sections 6 through 8 deals with funneling billions into "protected class" organizations and individuals. Section 9 is government-wide integration and Section 10 is boilerplate.

I've tried to keep this to an under-5-minute read. There's a lot going on in this EO. My "Cliff Notes" are in blue.

Section 1.  Policy.

"Equal opportunity is the bedrock of American democracy, and our diversity is one of our country’s greatest strengths.  But for too many, the American Dream remains out of reach... health, and climate crises that have exposed and exacerbated inequities, while a historic movement for justice has highlighted the unbearable human costs of systemic racism." 

Identifies the Problem: Establishes the strawman that social inequities are caused by "systematic racism." Maybe it's true? Maybe it isn't? It's irrelevant. The statement has been made and the case is settled. Ameica sucks "for too many," although Barack Obama, Kamala Harris and Puff Daddy didn't seem to be affected by any "systematic racism."

"It is therefore the policy of my Administration that the Federal Government should pursue a comprehensive approach to advancing equity for all, including people of color and others who have been historically underserved, marginalized, ifand adversely affected by persistent poverty and inequality."

Provides a Solution: So Biden's administration is going to fix the systematic racism, whether it exists, or not, and they're going to do it in two steps. Socialize the federal government and then massively fund the oppressed classes.

"Affirmatively advancing equity, civil rights, racial justice, and equal opportunity is the responsibility of the whole of our Government.  Because advancing equity requires a systematic approach to embedding fairness in decision-making processes, executive departments and agencies (agencies) must recognize and work to redress inequities in their policies and programs that serve as barriers to equal opportunity."  

Tasks the Government: In order to fix the existing systematic racism, the "whole of our Government" needs a brandy-new system, based upon "fairness."

"By advancing equity across the Federal Government, we can create opportunities for the improvement of communities that have been historically underserved." 

The Benefits: All of these "opportunities for improvement" are all based upon assumptions that may or may not be true, but it really doesn't matter, because the goal is to install socialist concepts, like social justice, diversity and equity, so deep into the federal government that they will never be erased. The concepts in the "critical theories" will become the culture of the federal government.

Section 2.  Definitions. 

Misinformation #1: “Equity” means the consistent and systematic fair, just, and impartial treatment of all individuals.

Equity is a synonym for socialism. It is THE English word that encapsulates Karl Marx's definition of socialism, "from each according to his abilities, to each according to his needs."

Misinformation #2: Biden's EO defines "all" as: "Black, Latino, and Indigenous and Native American persons, Asian Americans and Pacific Islanders and other persons of color; members of religious minorities; lesbian, gay, bisexual, transgender, and queer (LGBTQ+) persons; persons with disabilities; persons who live in rural areas; and persons otherwise adversely affected by persistent poverty or inequality."

These are the classes from CRT's "Intersectionality Matrix" and are also those most likely to vote for a Democrat..

"All" really doesn't mean "all."

That straight, white people are effectively the only citizens exempted from the Biden "all," seems like it could bump into the XIV Amendment's "equal protection" clause.

Sec. 3. Role of the Domestic Policy Council (DPC)

Identifying the president, vice president and selected Cabinet members as the initiative's "champions" is a measure of its importance and the mission couldn't be clearer: "the DPC will coordinate efforts to embed equity principles, policies, and approaches across the Federal Government."

There you have it -- embedding "equity principles, policies, and approaches across the federal government," has the blessing of the president and vice president.

Couldn't be clearer -- and it makes it a Priority One.

The twelve social justice warriors that are responsible for actually making this all happen were identified and on the job within 5 weeks (cursor down to Domestic Policy Council). Who says the government works slowly?

Sec. 4. Identifying Methods to Assess Equity.

Produce a study that identifies the best methods, consistent with applicable law, to assist agencies in assessing equity with respect to race, ethnicity, religion, income, geography, gender identity, sexual orientation, and disability.

If you understand bureaucratese, this means to identify the business units that are friendly or unfriendly to the equity program. Identify the regulations or people that are a barrier or hindrance to equity.

(c)  Within 6 months of the date of this order, the Director of OMB shall deliver a report to the President describing the best practices identified by the study and, as appropriate, recommending approaches to expand use of those methods across the Federal Government.

"Best Practices report would detail the best methods to manage the opportunities and hindrances to equity. It would identify the early adopters and resisters. It would be a first cut draft of a plan for implementing equity across the federal government, formalizing a federal-government-wide socialist system.

Sec. 5. Conducting Equity Assessment in Federal Agencies

The head of each agency, or designee, shall, in consultation with the Director of OMB, select certain of the agency’s programs and policies for a review that will assess whether underserved communities and their members face systemic barriers in accessing benefits and opportunities available pursuant to those policies and programs.  The head of each agency, or designee, shall conduct such review and within 200 days of the date of this order provide a report to the Assistant to the President for Domestic Policy (APDP) reflecting findings on the following:  

As the federal system undergoes its equity conversion, "the head of each agency, or designee," is ordered to find opportunities [to funnel millions or billions] into equity organizations, contractors and others.

Suspense on this was early August, 2021 -- plenty of time for fall budget requests -- and the Democrats were ready to spend a trillion equity dollars from Build Back Better.

(a)  Potential barriers that underserved communities and individuals may face to enrollment in and access to benefits and services in Federal programs; 

(b)  Potential barriers that underserved communities and individuals may face in taking advantage of agency procurement and contracting opportunities;

(c)  Whether new policies, regulations, or guidance documents may be necessary to advance equity in agency actions and programs; and

(d)  The operational status and level of institutional resources available to offices or divisions within the agency that are responsible for advancing civil rights or whose mandates specifically include serving underrepresented or disadvantaged communities.

By late fall, Biden's government is in position to allocate funds to equity entities and projects.

Sec. 6. Allocating Federal Resources to Advance Fairness and Opportunity

The Federal Government should, consistent with applicable law, allocate resources to address the historic failure to invest sufficiently, justly, and equally in underserved communities, as well as individuals from those communities.  To this end:  

Now we're getting into it -- the money! -- and it's always about the Benjamins. In bureaucratese, "allocate" means attach budgeted dollars to an organization, person or project. Action Items are tasked, completed, billed and a disbursement order, to write a check or authorize an electronic bank transaction EBT, gets the "customer" paid.

(a)  The Director of OMB shall identify opportunities to promote equity in the budget that the President submits to the Congress.

The "Build Back Better" bill was defeated at about this time and that had to alter the program dramatically. Now, instead of pouring a trillion dollars into equity programs, the Democrats were limited to only pouring billions into equity programs.

(b)  The Director of OMB shall, in coordination with the heads of agencies, study strategies, consistent with applicable law, for allocating Federal resources in a manner that increases investment in underserved communities, as well as individuals from those communities. The Director of OMB shall report the findings of this study to the President.  

The quid and the quo.

This is the federal government being set up by the Democrats to buy and otherwise influence votes. It's a pretty safe bet that a large majority of those folks in Biden's "protected" groups are solid Democratic voters, while the deplorable, white supremacists and domestic terrorists, omitted from the list, would probably favor Trump or whomever. The "protected classes" keep voting for Democrats and the the taxpayer-dollars keep flowing -- while the "white supremacists" keep paying.

Sec. 7.  Promoting Equitable Delivery of Government Benefits and Equitable Opportunities.

Government programs are designed to serve all eligible individuals.  And Government contracting and procurement opportunities should be available on an equal basis to all eligible providers of goods and services.  To meet these objectives and to enhance compliance with existing civil rights laws:  

This paragraph puts in place a mechanism for fine tuning the equity funding system, eliminating any "barriers," and bringing in the propeller-heads to build the massive systems to support the management and accounting of the billions of dollars in contracts, grants, awards and whatever else they can think of.

(a)  Within 1 year of the date of this order, the head of each agency shall consult with the APDP and the Director of OMB to produce a plan for addressing: 

(i)   any barriers to full and equal participation in programs identified pursuant to section 5(a) of this order; and 

(ii)  any barriers to full and equal participation in agency procurement and contracting opportunities identified pursuant to section 5(b) of this order.  

(b)  The Administrator of the U.S. Digital Service, the United States Chief Technology Officer, the Chief Information Officer of the United States, and the heads of other agencies, or their designees, shall take necessary actions, consistent with applicable law, to support agencies in developing such plans.

Sec. 8.  Engagement with Members of Underserved Communities.  In carrying out this order, agencies shall consult with members of communities that have been historically underrepresented in the Federal Government and underserved by, or subject to discrimination in, Federal policies and programs.  The head of each agency shall evaluate opportunities, consistent with applicable law, to increase coordination, communication, and engagement with community-based organizations and civil rights organizations.

Government marketing -- continuing the never-ending search for "members of communities that have been historically underrepresented... and underserved" -- is a tough job, but somebody has to do it. Who gets the money is very clearly defined -- "community-based organizations and civil rights organizations."

There are plenty of government "portals" available to assist the "preferred" organization or person in finding taxpayer-dollars by the millions for the right sob story.

Here's one of them -- GRANTS.GOV -- where "convenience comes to federal grants." There are many more. Most execitive branch departments have them and the agencies have them as well.

If this is anything other than a Democratic Party raid on the U. S Treasury to fund radical left-wing interests, I don't know what is? Can you imagine Black Lives Matter with unlimited funds?

Sec. 9.  Establishing an Equitable Data Working Group.  Many Federal datasets are not disaggregated by race, ethnicity, gender, disability, income, veteran status, or other key demographic variables.  This lack of data has cascading effects and impedes efforts to measure and advance equity.  A first step to promoting equity in Government action is to gather the data necessary to inform that effort.  

Integrating all of the federal government's business units into a single enterprise-wide machine for funding the socialization of America.

(a)  Establishment.  There is hereby established an Interagency Working Group on Equitable Data (Data Working Group).

(b)  Membership.  

(i)    The Chief Statistician of the United States and the United States Chief Technology Officer shall serve as Co-Chairs of the Data Working Group and coordinate its work.  The Data Working Group shall include representatives of agencies as determined by the Co-Chairs to be necessary to complete the work of the Data Working Group, but at a minimum shall include the following officials, or their designees:  

(A)  the Director of OMB; 

(B)  the Secretary of Commerce, through the Director of the U.S. Census Bureau; 

(C)  the Chair of the Council of Economic Advisers; 

(D)  the Chief Information Officer of the United States; 

(E)  the Secretary of the Treasury, through the Assistant Secretary of the Treasury for Tax Policy; 

(F)  the Chief Data Scientist of the United States; and

(G)  the Administrator of the U.S. Digital Service.

(ii)   The DPC shall work closely with the Co-Chairs of the Data Working Group and assist in the Data Working Group’s interagency coordination functions. 

(iii)  The Data Working Group shall consult with agencies to facilitate the sharing of information and best practices, consistent with applicable law.

(c)  Functions.  The Data Working Group shall:  

(i)   through consultation with agencies, study and provide recommendations to the APDP identifying inadequacies in existing Federal data collection programs, policies, and infrastructure across agencies, and strategies for addressing any deficiencies identified; and

(ii)  support agencies in implementing actions, consistent with applicable law and privacy interests, that expand and refine the data available to the Federal Government to measure equity and capture the diversity of the American people.

(d)  OMB shall provide administrative support for the Data Working Group, consistent with applicable law.

I'm guessing the Biden administration is here. They have the plan. The pieces are in place, but they don't have the money. Build Back Better was stopped. Somebody needs to buy Joe Manchin and Krysten Sinema a beer.

Sec. 10.  Revocation. 

(a)  Executive Order 13950 of September 22, 2020 (Combating Race and Sex Stereotyping), is hereby revoked.

(b)  The heads of agencies covered by Executive Order 13950 shall review and identify proposed and existing agency actions related to or arising from Executive Order 13950.  The head of each agency shall, within 60 days of the date of this order, consider suspending, revising, or rescinding any such actions, including all agency actions to terminate or restrict contracts or grants pursuant to Executive Order 13950, as appropriate and consistent with applicable law.

(c)  Executive Order 13958 of November 2, 2020 (Establishing the President’s Advisory 1776 Commission), is hereby revoked.

Sec. 11.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:  

(i)   the authority granted by law to an executive department or agency, or the head thereof; or

(ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c)  Independent agencies are strongly encouraged to comply with the provisions of this order.

(d)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

The thing of it, is that I don't believe Joe Biden is a Marxist at all. He's old-school Democrat. That this stuff is the official agenda of the Party tells me how little control Joe Biden actually has in the operation of the government. He's a feeble old man, led around by Jill, but serves as a beard for the socialization of America,.

This is reparations by another name, with a few bones thrown in for the LGBQTXYZ people. By design, half of the country is pushed to the back of the bus. This is about "getting even" and buying votes and it's contrary to the Constitution of the United States of America and it's the antithesis of Dr. King's "Dream."

It is just wrong.

Each of us, in some way, can fight this -- must fight this.

If they get one more administration like this bunch, it's all over.
